The Negative Side of Export Controls and Investment Screening

The more targeted de-risking or decoupling in certain high-tech sectors that you invite with certain policy changes, the less visibility you have over time. That can actually have adverse effects when we're trying to figure out where we are maintaining a leading edge or where China might be pulling ahead. Grappling with that is really challenging and tricky. It's not clear to me just how much of a benefit they get from it versus say a Chinese venture capitalist who cut their teeth at a US venture capital firm.
