The Telephone Consumer Protection Act
The telephone consumer protection act was originally passed in 19 91, a predating text messaging really being a thing. It has been amended and clarified several further times, including a number of us Supreme court cases. The high level bit is that if you don't have a pre established business relationship with an entity a, then folks shouldn't be calling you. And if you are in a federal do not call list, that, ah, entities need to respect that. If your number says do not call, people should not be calling it cound of that simple.
