The Problems With the Orbit of the Moon
Once on the moon you have to figure out where there's most likely water. The permanently sunny areas are where you have constant communications with Earth, where you have solar energy from here to forever. If you're going to be on the moon for any period of time you've got to go through a lunar day and a lunar night both of which are 14 days long. And then it's just the whole getting all the resources you need and not getting dust inside your spacecraft.
