Is It Okay to Learn a Language?

Is it okay to just be mediocre in a language? I mean, just to be able to stumble through it. To the extent that I know any of these languages, it has enriched me. It's a continuum. The more opportunity you get, the better you'll get. When you get less opportunity to use it, you do less well. But you don't ever forget it and that you can refresh it pretty quickly.
