I think the gains from thinking bigger are huge either way. There's good work that shows that if we can enlarge the group of innovators across society, then the potential for sociaability and growth is huge. And so how best to do it? Things come together in group. Just getting a business or a government department to move there really doesn't acknowledge the way agglomeration works. It's one of the key things you need to look at when we're studying how to address the concerns of inequality. That's a theme we're looking at here in some great detail.
