How Do You Measure the Charge of a Black Hole?

If a black hole is made out of dark matter, then it has no charge and then it wouldn't feel electromagneticism. But how do you measure the charge of a black hole? If no information can come out. So that's sort of the last part of the question is how likely is it for a normal matter black hole to have zero electric charge?
