Guyana's government came up with a plan to use the oil revenue to try to build infrastructure that one would mitigate the effects of climate change. The centerpiece of that was building an economy that was powered 100% by renewable energy. There are plans for hydroelectric dams, for wind power, for solar facilities. They wanted to build a completely post-oil economy essentially.
