There is a sense now that the rebels, if you like, or the people who are anti the 45P cut have now got the upper hand. They can start to tell the Prime Minister and the Chancellor everything else they want on the shopping list. It gives the impression psychologically that you're in charge, the rebels, the backbenchers, and not Liz Truss.
