The Differences Between Arizona and the State Legislature

The court ruled in short that although the elections clause expressly refers to the legislature, it does not preclude a state from vesting congressional redistricting authority in a body other than elected group of officials who ordinarily exercise lawmaking power. I believe Hilda Brant was also unanimous. And he's acknowledging that in part because he was in the dissent. But he believes impresident and good for him. That doesn't mean that sacrosanct, but it means you start with it and it counts.
