Stockpiling Oil or Gasoline

Sally Kohn: You'd want government officials to maintain a stockpile in case they're supply interruptions or we go to war. She says the market would handle that better, because just market incentives, you want to buy low sell high. Kohn: That mechanism gets crippled if during periods of high prices people who have wisely squirreled away extra oil or gasoline get penalized with windfall profits taxes.
