The State of the Counter-Offensive in Ukraine

David Frum says criticism of Kyiv's military leadership is bleeding through to the political realm. A skepticism has taken root, whether justified or not, he writes. The faltering counter-offensive may have advantages for Ukraine in the long term if it leads to this further ramping up of military support and supplies, adds Frum. Russia has had to double its defense budget for 2023 as a consequence of all this, with its military spending now at a third of government budgets.
