Francis Walsingham was Elizabeth's Secretary of State and primary spymaster. He suspected the involvement of Mary Queen of Scots in a plot to assassinate her. A double agent used beer barrels to smuggle letters from brewers to Mary. The secret code written on the letter indicated that its contents were probably incriminating.
