Ukraine was promised a discount on natural gas imports and russian purchases of ukranian government bonds. The aim was to tie u krane to putin's urasian project through the russia lead customs union, later to become the urasian economic union. Putin changed his strategy to a more traditional gio political one. What he apparently did not consider was how this gio politics would weaken his previously successfulEconomic strategy in europe by turning to a military campaign in ukraine.
