What's Behind the 12 Enterprise Zones?
These 12 enterprise zones have been kicking around for a little while. The idea is that you essentially try to crowd an investment into places that are struggling by incentivizing businesses with either tax breaks or by clasting them together. But in practice, the two problems are what we've learned is that all they tend to do is displace. And until you have industrial strategies that do that, you are not going to level up places at the scale and the pace that we need to.
