The Problem With Proceduralism in American Public Administration

I think that the downgrading of public administration has been a big mistake and that we need to upgrade its status. The other big academic area that touches on this subject is administrative law, which oftentimes is not very much connected with social scientists studying these same issues. Most social scientists tend to look at outcomes and effectiveness when they study public bureaucracies. Administrative lawyers generally proceed deductively from underlying constitutional principles and make normative arguments about the appropriateness of existing procedures.
