How Many Black People Are Targeted for Police Intervention?

The goal of these lyses is to determine how much do crime, poverty, neighborhood demographics predict police use of force. If you see rates of police intervention well above the norm in any one neighborhood, it's worth looking into why. It doesn't really get a sense at what portion of the problem is police policies and police behavior.
