The Corruption of Need Versus Grand Corruption
In india, if you stand in a street, corner where the traffic is being directed by a lowly constable. With one hand heis showing which way the cars should go. The other hand is stretched out as passing trucks, passing lorries will put some money. So i tell people, if you add up all these coins that are put in the hands of the t outstretched hand of thousands and thousands policemen, it will be much less than the corruption in one single transaction of the us Defense department when they buy a big military aircraft. Because that's closed door, one transaction, but it's such a huge transaction. I think one should distinguish between petty corruption and grand corruption
