Matthew is speaking to those who have read that book. Assuming people have a knowledge of Israelite history and the Old Testament, where Luke doesn't take that for granted as much. And you'll even find this in stories. It's quoting Hosea. It's talking about the temple in Matthew. Again, it's not needful to put in all these examples.
