Hacking traces this kind of line about it also partly being the philosophical argument about how the world is. If you're arguing that quarks are socially constructed, probably you don't then make the second move that our present idea of quarks is quite bad. And then number three, we'd be much better off if we could get rid of the notion of quarks. There has to be some motivation for questioning that things are the way they are.
