The Democrats Voted No

The final vote was 63 to 36. Five of them were Democrats and 31 of them were Republicans. The five Democrats who voted no were Elizabeth Warren, Bernie Sanders, Jeff Berkeley, Ed Markey and John Federman. They're basically the far left wing of the Democrat caucus in the Senate. It is possible that one of the reasons they voted no is there was a component of this bill that green lighted a natural gas pipeline in West Virginia. This was a payoff.
