The Cost of Colonization
States often engage in colonization when they have faced some kind of crisis on the frontier. They might be facing a rebellion or a potential threat of invasion from a foreign claimant. And so they want to quickly move stereotypically loyal people from the core into the frontier. By having people that are ethnically like the Metro Pole, would supposedly end the crisis.
