The Rules Package Was Alive
Boehner was always going to give it up. He just wanted to wait until he absolutely had to. The threat by Mark Meadows of the motion to vacate that just got him to step down willingly and get somebody else in. I don't like calling these things concessions because the rules package was largely agreed upon. People liked these rules. They're not controversial to Republicans. And to the extent that people acted in good faith to try and get these rules passed, good on them.
