The Central Government Will Have to Step In, Right?

In China, there is this thing called the central government Beijing clutches the wallet and the local governments hold the shovel. And then the ones that hold the shovel don't have any money so they have to keep on borrowing. The problem is right now, like everyone in China, all investors in China are more apprehensive buying local government bonds. So at some point, economists have been saying for years that the central government has to take on some of the burden.
