It will be no good just reforming the House of Lords in isolation, says Lord Brown. The report doesn't say anything at all which is disappointed some people in labor circles around PR about changes to how the House of Commons elected. And Labor would say as well, this isn't just a way of sorting out the Lords in the economy in decentralizing power. It's also potentially a way of trying to put the Union itself on a stronger footing because the second chamber would be this chamber of Regions and Nations.
