Is There a Plan to Sterilize the Population?

He says, many of my colleagues feel that some sort of compulsory birth regulation would be necessary to achieve birth control. Many people are saying it for sterilizing the entire population. So then he's like, but that would never work obviously. And then he sort of debunks it like, well, that's not a real plan. All of his objections to the plan are like on technical grounds. While well meaning the plan to sterilize the human being in the country is logistically infeasible.
