Cologne's New Land Tax Is Fresh Out of Ink

Cologne was proposing to replace the capitian and twentieth taxes with a new land tax that would apply to all landowners. The package also included reforms to the gabelle and to the corve, two of france's most hated taxes. All this, cologne argued, would save the french nation from caos and disaster. But his assembly of notables weren't inclined to agree. As it turns out, this freshly made rubber stamp was fresh out of ink.
