The efficiency's defence says if two firms, two or more, that are proposing to merge can demonstrate even if their merger is going to lead to excessive concentration. It just seems like it totally undermines the entire kind of basis for competition policy in general. And I think intuitively we're seeing people pushing back and saying, what do you mean? We're going to permit these kinds of mergers. This isn't passing the smell test.
