The Unconventional Setting of the City

I thought about the setting before I thought about making it a crime novel. Every book I've ever done, I think of the setting and then kind of layer on top of that layer events and characters until I've layered on a plot. The setting tends to be my draw. It is a very, very odd setting. Everything that happens is plausible, it's just that you don't quite know where you are.
