Is Putin Trying to Forget Conscripts?
There are a whole bunch of people who are still doing their national service. Under Russian law except when you formally declared war, you cannot force conscripts to serve outside of Russia's borders. They can volunteer to do so but they can't be forced to do so. And legally speaking if one accepts a certain, shall I say Moscow perspective of the law, they can be deployed.
