The History of Urbanization
I think that cities serve a vital economic function. America was so influenced by the Jeffersonian ideal, right, of like small farmers. There's not much of a history of rural democracy being a vibrant phenomenon. And George just looked back very explicitly to Greece and Rome at a time in which Americans denigrated cities.
