We have got case reports of where someone could have potentially adopted an idea or joined a group that could have been problematic. But we prevented that because we came in, we intervened. So isn't it the case that if something that's essentially pre pre crime can never truly be statistically quantified? Ha ha, ho, how are you going to quantify iness pre crime? Is that the exact point? That is my point. My point is that they haven't,. not only have they not been able to quantify it, but if you are going to stop some one because they have these early thoughts, we already have another arm of the counterterrorism strategy which does that - pursuit.
