The military planners and the civilians that in some way he performed draw up the plans and then commit american capital to these things, they're not tied to the execution of it. But i can tell you that when you are making a plan that you don't have to be involved with, it creates that space for error to creep in. And there's how people needlessly lose their lives. She says she thinks every politician who signs an order for someone to go into war should have the experience of having a family member or having served.
