The Nine 11 Warnings Aren't Maliciously Ignored

A warning may include pieces that, but it may not include enough to let you take practical action. I can't rule out that some lower level officials were present somewhere in the vast apparatus that wanted nine 11 to happen for one reason or another and thus did deliberately and maliciously ignore the warnings.
