The Romans were always declaring war defensively. They don't try to change all of their colonies in the United States notwithstanding to become like them. While land empires, and I'm thinking mostly about Russia right now, but also China, they are constantly sort of like what you're saying about how the Russians are always the Roman Empire. The Romans never quite get a sort of a stable situation in part because the Romans do not understand Judaism and don't care to learn.
