A lot of it was empire, the colonizers. They're unwilling to spend money on and adopt for their colonies the kind of Hamiltonian economic development policies. A colonial government's not interested in doing that. And indeed, many countries are best thought of as internally colonized. The consensus or the near consensus among economic historians for Africans is something to do with the sheer scale of imperial commercial era slavery.
