The dominant media narrative at least is that it views this as a competition between China and the United States. Some cases in which small states do well by that matrix of relationships of growing competition, some in which they might overplay their hat. There's spending a lot of time thinking about the risks and also the possible opportunities or benefits created by that competition. Good leadership matters, diagnosing properly the situation that the state faces, matters.
