Is It a North Caree Hacker, or a Hacker?

North carees hackers are alleged to have weaponized virus codes leaked from the us. Government and then ended up on the sort of sibe black market. The way they get in is, depressingly, the way most computer hackers get in, which is sending fishing emales messages through social media. But i think there's an element with north caree and its hackers of wanting to exert not just hacking power on the world stage, but sort of influence power.
