The Four Criteria for a Special Relationship With the Police
Most states have a rule similar to the one that you're seeing in New York. It's sort of like this four point test, including direct contact between person and police. You need knowledge on the part of officers that not acting could lead to harm. The fourth thing is kind of the most mind-boggling, which is the person asking for protection. They believe, justifiably, that the police will protect them.
