The UN will sparehead new action to ensure every person on earth is protected by early warning systems within five years. We're going to hear from the agency tasked with leading this effort. Ilan Kellman, a professor of disasters and health, talks about what it means to have an early warning system. He says people look at the sky and determine what does the weather look like; then say 'this is what we think will happen'
