The terms of the lease itself were actually outlined in something called the platt agreement. It set those terms for what would be largely considered an unequal relationship between the united states and cuba. Both countries would get free access through the bay, but it was seen as a strong-armed move by the us. The person who signed off for this on the cuban side was a guy named thomas estra palm. He'd later go on to be the first president of cuba, but he himself was an american citizen. So there's kind of an inside man argument here as well.
