Is the Military a Stabilizing Force?
In Bolsonaro's vision, the military is a bulwark against corruption. It was used as a stabilizing mechanism in an uncompetitive electoral system to ensure elite stability. Brazil never really confronted the history of its own dictatorship. The operation of corruption has to be understood as not just necessarily a kind of individualistic free-for-all but can be something that is systemic and functional in a way.
