In 19 53, the department of agriculture took over the exterminating from a private company and started administering a new poison called wharfrn. Warfern was much, much better at killing rats than any previous rodenticide. It wasn't that effective. Arsenic has a taste and a color tha rats learn to avoid. And it cost a lot of money.
