State of the Union?

The president's at a 37 % approval rating, according to the latest a b c pole. That number actually has continued to decrease since august. The house, at least, hoping that the state of the union could stop the bleeding. I'm so confused on now, having watched it, what they now thought their strategy was wase simply to get this night over with.
