I think it's also just actually a difficult question to find out how to effectively lay out what research should and should not be conducted. So that's one challenge is how do you actually find out where this balance of risk and benefits? Then another challenge is defining something that is if you just said, okay, let's ban so-called gain of function research. And there has been a lot of work before the pandemic trying to hash out how should we approach this.
