It is very much a kg in x kgb sort of idea of how to do these things and have that plausible deniability. In the second world war the Soviet Union released a lot of prisoners both political and criminal into you know penal battalions which were then used as shock troops. The ones who survived suffered huge casualties but the ones who survived their record was cleaned i met a hero of the Soviet Union um who had gone through that process  and ended up boasting congruously about his service.
