The Nuclear Non-Proliferation Treaty
A lot of predictions about the proliferation of nuclear weapons have overestimated. The non-proliferation treaty was a promise to non-nuclear powers that if they did not go nuclear, they would be given support from the two major powers for peaceful uses of nuclear energy. We haven't done that and almost abrogated the treaty in 1995 when it came up for renewal.
