The Bakafu was essentially removed from the picture, and replaced by a recreation of the old Dai-Jokan and Jingi-Kan system. The government also released a statement called the Charter Oath in 1868 that purported to lay out its plan for the future. On the face, this all sounds really progressive but there's no mention of who would be in these deliberative assemblies.
