The Importance of Documentation in Medicaid Payments
Many people on Medicaid are also people who are disabled, who are maybe on SSI or SSDI or they're retired and poor people in Medicare. Those are people on fixed incomes. The people who are forced to live in such poverty with fixed and capped incomes are much less likely to be cycled off the policies because it's much easier to very quickly prove to the government. And states are kind of in this position where they're kind of forced to make a choice; you can't just unwind everything when an emergency is still going.
