The New Rules Package That the Republicans Are Agreeing to Is a Sleeper

The Republican agreement to cap all federal spending at levels set two years ago could conceivably have big consequences for the operations of the US government, including the military. But that's only if they hold themselves to it. There's nothing holding Republicans to actually following that rule.
