Kimmell was a very aggressive commander he wanted to be aggressive and go after the enemy, which i think as his downfall here at pearl harbor. He made a lot of decisions that were based on taking a piece of information and putting the best possible interpretation on it. So you don't rise to that point, one without being politically astute, but also considered to be quite good at your job.
